SARS(重症急性呼吸器症候群)
シンガポール寄港船に対するSARSに関する勧告



シンガポールの弊組合コレスポンデントSPICA Servicesから寄せられたSARSに関する情報及びシンガポール港湾当局発行のPort Marine Notice No.38(Health Advisory on SARS)をご参考に供します。概要は次のとおりです。

1.シンガポール厚生省はSARSに関するHealth Advisoryを発行した。
2.シンガポール寄港船の船長、船主及び代理店は、シンガポール厚生省発行のHealth Advisoryを乗客及び乗組員に周知しなくてはならない。
3.SARS感染地域からシンガポールに入港する客船の乗客及び乗組員は到着時にHealth DeclarationCardを係りの看護士に提出しなければならない。
4.SARS感染地域以外からシンガポールに入港する客船の乗客及び乗組員はHealth DeclarationCardをImmigration and Checkpoint Authority officersに提出しなければならない。
5.貨物船の船長及びに乗組員は、シンガポール到着後24時間以内に代理店を通じてHealthDeclaration CardをPort Health Officeに提出しなければならない。
6.貨物船の船長は乗組員の健康状態や彼等が10日以内に中国、香港、台湾、カナダ、ベトナムに訪問したことがあるかどうかなどのチェックを行い、Special Declarationを作成し、入港の最低12時間前にNational Environment AgencyのPort Health Officeに提出しなくてはならない。

HEALTH ADVISORY ON SARS FOR
SHIPMASTERS AND CREW MEMBERS
ON BOARD SHIPS ARRIVING SINGAPORE

Due to increasing numbers of enquiries from Members and recent Port Marine Notices,published by the Maritime and Port Authority of Singapore, we contact you to advise youof this Health Advisory and the new regulations in force for ships visiting Singapore,including passenger ships and ferries. Please pass this information on to your members asrequired.

On 7th April the MPA issued an advisory on SARS, as directed by the Ministry of Health inSingapore, and this information can be found at either of the following websites:www.mpa.gov.sg(Look under Marine Notices and Notice Numbers 14,15 and 38 of 2003) orwww.moh.gov.sg .

In addition to the Master and Owners of all vessels arriving Singapore have theresponsibility for bringing the MoH advisory to the attention of their passengers andcrew, under Sections 10 and 44 of the MPA Act and Regulation 3 of the Act, the PortMaster also directs the Master, owner or agent of all cargo vessels to provide a SpecialDeclaration on the general health of their crew and passengers and also whether they havevisited certain areas in the preceding 10 days. This declaration should be faxed to thePort Health Office at least 12 Hours before the vessel's arrival Singapore and isavailable as Appendix 1 attached to Port Marine Circular No 14 of 2003.

Additionally, as from 8th April, all passengers and crew on board arriving vessels(including passenger vessels and ferries) will be required to complete a HealthDeclaration Card, to be submitted upon arrival at Singapore. This Card is Appendix 3 toPort Marine Circular No 14 of 2003.
