China-Recommendations on the 2026 CIC for Ships Calling at Chinese Ports

We refer to the Japan P&I News No.1385 dated 10 August 2026. The Paris and Tokyo MOUs will jointly conduct a Concentrated Inspection Campaign (CIC) on Cargo Securing for three months from 1 September to 30 November 2026.

 

We have obtained information from Huatai Insurance Agency & Consultant Service Ltd., providing precautions and practical response measures regarding the implementation of this CIC at Chinese ports.

 

The China Maritime Safety Administration (China MSA) will implement the CIC on cargo securing across major ports, including Shanghai, Shenzhen, Guangzhou, Qingdao, Ningbo, Dalian, and Tianjin, in conjunction with routine PSC inspections. The main inspection targets consist of 10 items, including the approval of and compliance with the Cargo Securing Manual (CSM), crew familiarity, sufficient stock and good condition of portable securing devices, reflection of the Verified Gross Mass (VGM) in the stowage plan, and procedures for heavy weather navigation. Any deficiencies identified will be recorded in the PSC database, which could lead to significant losses such as vessel detention or operational delays. To prevent this, it is strongly recommended that each vessel proactively organises relevant documents and maintenance records, conducts thorough self-inspections of all securing devices and replaces any defective parts, and provides training to the crew to ensure full preparedness.
