Recent Navigation Warnings of China Waters No.62

We have obtained the recent navigation warnings of the China Waters issued by China MSA. Please see the following the free translations by the law firm in Shanghai, China, Sloma & Co.

1. Suspension of Barge Transport Anchorage of Yingkou Harbor Area of Yingkou Port

To relevant units and vessels:
We inform you that the Barge Transport Anchorage of Yingkou Harbor Area of Yingkou Port is now suspended. The water area of Barge Transport Anchorage of Yingkou Harbor Area is bounded by the following points:

(1) 40º37′16″N/121º51′06″E，(2) 40º37′16″N/121º59′05″E，
(3) 40º38′33″N/121º59′05″E，(4) 40º39′00″N/121º57′06″E.


2. Well drilling operation of “Hai Yang Shi You 981” on Drill Site “1-1-1” of Wanning

I. Work duration: 9 November 2017 – 4 January 2018.
II. Work site: water areas centered by 17°57′24. 2″N /112°01′58.5″E, with a radius of 2000 meters, at around 106 nautical miles due southeast of Wanning of Hainan.
III. Workboat: “Hai Yang Shi You 981”.
IV. Work mode: offshore drilling operation.
V. Cautions:
  1. Workboat should display lights and shapes in accordance with the relevant regulations. There are flashing lights around the hull at night and red flash light set on the top of the derrick.
  2. The work site is near the shipping line of Pearl River Estuary – Singapore (west line), the workboat should strengthen duties, keep watch on VHF16 and remind the passing vessels of the avoidance matters.
  3. Passing vessels should strengthen lookout and avoid passing water areas centered by the workboat, with a radius of 2000 meters for the safety matters.
  4. During the operation, the work units and the vessel should strictly implement the precautions against operation pollution in order to ensure the construction safety.
  5. It won’t be further notified if the operation is completed in advance.


3. Well exploration operation on Well KL6-6-2 of Laizhou
(Sloma Translation)

I. Work duration: 8 November 2017 – 8 February 2018.
II. Work areas: well exploration operation on Well KL6-6-2 in circular water areas centered by 37°5′14.171″N /119°59′40.198″E, with a radius of 1000 meters.
III. Work boat: “Bo Hai No.4”, “Heng Fu”, “Min Long 6003”.
IV. Cautions:
  1. Workboats should display signals in accordance with Regulation on Signal Exhibition
  2. Passing vessels should contact the workboats in advance and pass-by slowly after taking avoidance measures.


4. Navigation Obstruction Announcement regarding the steel tube structure in the open seas of Changle of Fuzhou

I. Duration of existence of the obstruction: 9 November 2017 ‐ 30 June 2018.
II. Location of the obstruction: centered by 25°49′39″N、119°57′11″E, with a radius of 50 meters.
III. Characteristic of the obstruction: steel pipe structure formed up by four steel piles in the color of yellow, the exposed portion of which above the water is 5 meters in length; the structure is provided with ATS virtual navigation mark, which is an isolated danger mark.
IV. Coordinate system: China Geodetic Coordinate System 2000 (equivalent to the World Geodetic System WGS-84 in nautical use).
