China – Establishment of Emission Control Areas (ECA) (No.8)

Members are referred to the previous Japan P&I News No.858 dated 2 December 2016.

 

As at 1 January 2017, 11 core ports (Shenzhen, Guangzhou, Zhuhai, Shanghai, Ningbo-Zhoushan, Suzhou, Nantong, Tianjin, Qinhuangdao, Tangshan and Huanghua) in Emission Control Areas started implementation of the low sulphur fuel requirement.  The Chinese lawyers, Hai Tong & Partners, have recently reported that local MSA branches in Hebei and Tianjin inspected and suspected foreign vessels of use of fuel with sulphur content over 0.5% in violation of Chinese ECA regulations with possible punishment. 

 

Members are reminded that they make sure to comply with the low sulphur fuel requirement during vessels’ calls at the foregoing ports since detailed inspections are being carried out.
