Taiwan-Cancellation of Pre-Arrival Notice for Changhua Wind Farm Channel
Following our previous Japan P&I News No.1130, dated 28 July 2021, concerning the New Stipulations for Changhua Offshore Wind Farm, we have received an update from our local correspondent in Taiwan, Taiwan Maritime Services Ltd., regarding the updated regulations for the Changhua Wind Farm Channel.
Key Changes and Requirements:

- Cancellation of PAN: The requirement for vessels to submit a Pre-Arrival Notification (PAN) before passing through the Changhua Wind Farm Channel has been cancelled effective from 17 September 2025.
- Mandatory VTS Reporting: Although the PAN is no longer required, all vessels using the channel (except Taiwan-flagged fishing boats with operational AIS) are still required to report to the Changhua VTS.
- Other Restrictions:
- Anchoring is prohibited within the channel and near its northern/southern ends, except in emergencies, which must be immediately reported to the VTS.
- All underwater, surface, or overwater operations are prohibited without prior permission from the competent Taiwan authority, except for fishing operations by Taiwan-registered fishing vessels.
