Riyadh Port State Control MoU – Concentrated Inspection Campaign

25 September 2014 No.699

The Riyadh Memoranda of Understanding (MoU[1]) on Port State Control (PSC) has announced that they will launch a Concentrated Inspection Campaign (CIC) from 1 October to 31 December, 2014 with the purposes of ensuring compliance with SOLAS Chapter II-2 and the International Code for Fire Safety Systems (FSS).

The CIC is aimed to verify that firefighting equipment is readily available and maintained at all times; that the master, officers and crew are familiar with the equipment and have received training in carrying out their duties; and to raise awareness of fire safety related issues.

During the period of the CIC, the vessels will receive the inspections in more detail of items including the fire safety plan, fire control measures, drills, crew awareness and other applicable documentation, in addition to regular PSC inspections.  The Riyadh MoU has published the attached questionnaire, which will be used by the PSC Officers as guidance.

If deficiencies are found, the Port State may instruct the master to undertake corrective action within a specified period. Serious deficiencies could result in a detention.

Members are encouraged to take the steps necessary to familiarise with the CIC so that they are not pointed out any serious deficiencies.
