Australia-Testing and inspection of oil filtering equipment
We have obtained information regarding the testing and inspection of oil filtering equipment (oily water separators) in Australian waters. For full details, please refer to the attached Notice from the Australian Government.
The Australian Maritime Safety Authority (AMSA) has issued Marine Notice 2025/06 regarding the installation, testing and correct operation of oil filtering equipment. This notice clarifies AMSA’s expectations during Port State Control (PSC) inspections to ensure compliance with MARPOL Annex I Regulation 14 and Resolution MEPC.107(49).
Key points highlighted in the notice include:
- Response Times: The 15ppm bilge alarm response time must be no more than 5 seconds. The total response time, including the activation of the automatic stopping device when discharge exceeds 15ppm, must not exceed 20 seconds.
- Clean Water Flushing: Opening the valve to supply clean water for cleaning or calibration must activate the alarm and the automatic stopping device to stop overboard discharge.
- Sample Line Valves: PSCOs may assess the configuration of valves on sample lines. Systems may be considered non-compliant if shut-off valves can be operated without breaking a seal, unless closing the valve automatically stops the discharge.
Members are advised to ensure that the equipment is functioning correctly and that the crew is familiar with the correct operating procedures prior to entering Australian ports.
