China-Administrative Penalties for Breach of Inland Water Traffic Rules in Ports along the Yangtze River
We have obtained information from our China correspondent, Oasis P&I Services Company Limited, regarding an increase in administrative penalties issued against vessels sailing in ports along the Yangtze River for breach of inland water traffic rules.
Such penalties have been frequently reported in ports along the Yangtze River, such as Taicang, Changshu, Zhangjiagang, Jiangyin, Nantong, Changzhou, Yangzhou, Taizhou, Zhenjiang and Nanjing. Oasis's circular outlines the five most common violations subject to penalties in the Yangtze River waters: excessive speed, failure to keep a proper lookout on the forecastle, failure of restricted vessel to have both anchors on standby, failure to maintain a safe distance from the vessel ahead and emission of black smoke.
Although the fines for such violations are not substantial, the follow-up handling costs may well exceed the amount of the fine. To prevent significant losses and delays, we recommend that Members ensure their vessels verify relevant requirements, such as speed limits and lookout procedures in advance, and obtain the latest navigation regulations and requirements through their agents.
