China-Mandatory Requirements and Recommendations for Transit of the Qiongzhou Strait
We have obtained information from our China correspondent, Huatai Insurance Agency & Consultant Service Ltd., providing regulatory requirements and practical response measures regarding the transit of the Qiongzhou Strait.
The Qiongzhou Strait has a very high vessel traffic density and is subject to stringent maritime supervision. Huatai's circular outlines the ships’ routeing system and reporting procedures, the speed limit (10 knots or below), the requirement for vessels with a maximum draught exceeding 13.5 metres to submit a declaration to the VTS Centre in advance, precautions for radar operation, and measures against the risk of collision with fishing vessels at night (23:00 to 04:00).
Furthermore, as the Strait falls within the Domestic Emission Control Area (DECA) and internal waters, strict pollution prevention requirements apply, including the use of compliant fuel oil (sulphur content not exceeding 0.10% m/m) and the strict prohibition of discharging open-loop scrubber wash water, oily wastewater and ship-generated garbage (zero-discharge).
To prevent significant losses such as navigational incidents and compliance violations, it is strongly recommended that each vessel proactively verifies the relevant requirements and obtains the latest information through its agents to ensure full preparedness.
