Proper Maintenance and Rigging of Pilot Transfer Arrangements

Tokyo MOU has issued a safety bulletin on maintenance and rigging of pilot transfer arrangements.

 

Recent Port State Control (PSC) inspections show that deficiencies have risen sharply, from 197 cases and 1 detention in 2020 to 523 cases and 12 detentions in 2024. Issues include the use of D-shackles for securing the pilot ladders, unsecured pilot ladders, inadequate securing of stanchions, poor maintenance, and lack of clear identification.

 

The requirements for pilot transfer arrangements are set out in SOLAS Chapter V, Regulation 23, supported by IMO MSC.1/Circ.1331, IMO Res. A.1045(27), and ISO 799-1:2019. It is essential that all crew are familiar with identifying pilot ladders, follow the correct rigging procedures, conduct regular checks and maintenance, and replace any damaged ladders immediately. To prevent accidents, all parties must ensure safe rigging, regular training, and strict compliance.

 

At the 110th session of the Maritime Safety Committee (MSC 110), amendments to SOLAS Chapter V, Regulation 23 and new Performance Standards for pilot transfer arrangements were adopted. The new standard will enter into force on 1 January 2028, with existing arrangements required to comply from the first survey on or after 1 January 2029.
