Damage to the pier and/or vessels alongside pier within the River is often reported and this would be attributed to insufficient communication about the safe speed and speed limitation in the River between the pilot and the vessel. Under the local regulation, although the maximum speed limit is established as per the area, the vessel should be aware that it is prohibited to sail at the speed creating risk and/or damage to the other vessels and piers in the first place. It is very important to discuss with the pilot about the passage plan in advance in order to avoid the incident.

The correspondent also reported that nowadays the Coast Guard often demands the security to the local agent for the possible fine against the alleged speed limit violation (maximum around US$30,000). In such a case, the local agent demands the counter security from the Owners and unless the security is provided the vessel is detained.
