China – Navigation Notice by Xiamen MSA: Navigation Speed Limit and Navigation Restrictions under Heavy Weather for Vessels Sailing within Xiamen Sea Area

Xiamen MSA issued notice on Navigation speed limit and Navigation restrictions under heavy weather for vessels sailing within Xiamen sea area. The notice has come into effect as of 1st March 2018. The summary of the restrictions is as follows,
All passing vessels are suggested to check with local agent in advance once port of call in the above-mentioned area is fixed. We hope it will be of help to you with regard to the safe voyage.
Xiamen MSA issued notice on Navigation speed limit and Navigation restrictions under heavy weather for vessels sailing within Xiamen sea area. The notice has come into effect as of 1st March 2018. The summary of the restrictions is as follows,
- As to the Navigation speed limit, Xiamen MSA mandates a specific speed limit depending on respective target areas.
- The heavy weather in the notice means the weather with poor visibility, gale, tropical cyclone etc. Xiamen sea area means the areas within the connecting lines among Dadeng island, Xiaodeng island, Jinmen, Xiaojinmen, Dadan, Qingyu and other island which is under administration of Xiamen MSA and covered by Xiamen VTS.
- In the event of violation of the rule, the authorities shall order the vessel to impose penalty to Master besides Owners or vessel’s operator, in case of gross violation, detain certificates of competency for seafarers for 6 months.
