"Certificate of Entry" and "A document equivalent to Certificate of Contract on Insurance or Other Financial Security"required to be carried on board under the Law on Liability for Oil Pollution Damage of Japan

As previously advised, a Certificate of Entry (COE) may be issued in PDF format - at a Member's option - following on recent amendments to the Plan of Business Operations and the Rules of the Association.

We are pleased to announce that, with effect from the 2011 policy year, the Ministry of Land, Infrastructure and Transport of Japan (MLIT) will accept a PDF copy of a COE as a documentary equivalent of a Certificate of Contract of Insurance or Other Financial Security under Article 39-7 of the "Law on Liability for Oil Pollution Damage".

Accordingly, when entering or departing Japanese ports:

1) Members who hold a COE in PDF format
Members are requested to print a PDF copy of their COE and carry the hard copy in colour or monochrome on board the vessel. Since a PDF copy is acceptable to the MLIT, it is no longer necessary to retain a certified copy of the COE on board.

2) Members who hold a COE as a paper document
Members are requested to carry the original COE (paper document) on board the vessel. Please maintain an office copy of COE before forwarding the document to the vessel since a certified copy - which was previously provided - will no longer be issued (in the absence of exceptional circumstances).

A COE [in PDF format or as a paper document] will be sent to Members upon completion of renewal for each vessel.
