Somalia
At least five incidents reported in these waters. This included the hijacking of two fishing vessels and a dhow. Two tankers boarded in November around 400nm off Somalia. While one tanker was able to avert the boarding the other was boarded and the crew had to retreat into the citadel and later safeguarded by a coalition naval vessel. The presence of coalition forces continues to deter Somali pirates, Masters are however urged to remain vigilant and follow the latest Best Management Practices, as pirates remain capable of striking vessels at significant distances from shore. The IMB acknowledges the coalition’s active patrolling and robust responses to piracy and encourages their continued presence in these waters.
Gulf of Guinea
The IMB commends the Gulf of Guinea Authorities for the efforts leading to another year of restricted piratical and armed robbery activity in these waters. These efforts, however, require further coordination and strengthening to reduce violence against crew members. In 2025, the region accounted for the kidnapping of 23 crew in four separate incidents, along with three hostages and one injured crew.
Asia
Singapore Straits: Eighty incidents reported in this narrow and strategically important stretch of water accounting for over 58 percent of the globally reported incidents. The IMB notes with serious concern instances of late reporting of several incidents. Masters are urged to report all incidents immediately upon occurrence, as timely reporting enables the rapid dissemination of safety information, supports preventive action, and contributes directly to the safety of other vessels in the vicinity, as well as their own. The reporting of, and response to, incidents is a shared responsibility.
Indonesia: A welcome decline in reported incidents with 12 incidents reported in 2025. Two crews were taken hostage and one threatened in separate incidents.
