New Measures for the Prevention and Control of Ship Pollution in Tianjin Port

We have obtained the following information from Hong Kong Reman Marine Services Co., Ltd. in Hong Kong, a specialist in sludge disposal, tank cleaning and oil spill emergency response:

Recently, the new measures of Tianjin port on Prevention and Control of Ship Pollution have been promulgated under Order No.1 of the People’s Government of the Tianjin Municipality on 23 February 2018.

Some specific points of the new measures are as follows:

  • Below mentioned vessels need to take lead sealing measure to pollutant discharge equipment: 
  • (1) Vessels navigating, berthing or operation within Tianjin port for more than 30 days;
    (2) Vessels under repair in dockyards
    In violation of this measure, a fine from RMB 2,000 to RMB 20,000 could be imposed.

  • Vessels are prohibited from using incinerator in Tianjin port. 
  • In violation of this measure, a fine from RMB 3,000 to RMB 30,000 could be imposed.

  • When a vessel transports, loads or unloads dust cargo or cargo that might diffuse toxic and harmful gas, it shall take sealing measures or other protective measures to prevent from causing atmospheric pollution.
    In violation of this measure, a fine from RMB 3,000 to RMB 30,000 could be imposed.

  • The fuel oil supplier shall ensure that the quality of the supplied fuel oil comply with relevant standards and requirements, and send the supplied fuel oil to the testing institution with national qualification for testing. The test report of fuel oil quality shall be kept in the working ship for reference.

  • Decks of a vessel shall be cleaned out before being washed. A vessel shall not wash its decks in one of the following situations: 
  • (1) Deck is contaminated with pollutions;
    (2) The vessel is staying/navigating in special protection zones.

The new measures above shall be effective as of 1 May 2018.
