The International Chamber of Shipping (ICS) has issued the attached circular on the latest developments concerning the collection by the Province of Zambales of the Provincial Coastwatch Environmental Monitoring System User Fee.

The ICS’s circular advices of the first written official notification that invoices raised against ships that transited the coastal waters of Zambales should not be paid. The circular further says that there is no need to make payments on invoices raised by Zambales for coastal surveillance, though a final confirmation is still awaited and expected to be received in the near future.
