Transportation of DDGS

6 January 2012 No.603
Biomass-derived fuels are now regarded as effective to prevent or alleviate the global warming by limiting greenhouse gasses, one of which is DDGS (dried distiller's grains with solubles), a byproduct obtained in the process of producing ethanol from corn or other grains.

In the absence of specific stipulations by Code of Safe Practice for Solid Bulk Cargoes (BC Code) or Code of International Maritime Solid Bulk Cargoes (IMSBC) for treatment of this cargo, some of our Members are asking for proper advices from the Club on the matter.

As DDGS is judged as possessing similar properties or similar hazards to those of "seed cake" which is extracted by a solvent process or expelled mechanically from oil seeds, the Club considers it desirable for the Members to treat DDGS in the same manner as the "seed cake".

However, it is important to note that DDGS is not simply extracted or expelled from seeds but is a byproduct made in the course of fermentation. In the precise meaning of the words, therefore, DDGS is not Seed Cake.

During the 15th session of "Sub-Committee on Dangerous Goods, Solid cargoes and Containers" (DSC 15) held in London from September 13 to 17, 2010, U.S.A. proposed that DDGS should be listed in the items of IMSBC Code which has become compulsory since January 1, 2011 and the Code will be amended accordingly. Meanwhile, USCG (United States Coast Guard) issues certificates to US Grains Council on DDGS.

DDGS is not yet listed in IMSBC Code and according to its provisions the shippers are required to submit their Declaration together with the Certificate issued by the concerned administration showing the contents of oil and water for safety of the cargo.
