New U.S. Coast Guard Regulations for the Port of New Orleans/the Mississippi River


題記について、当組合ニューオーリンズ法務代理人より以下の情報が届きましたので取り急ぎお知らせいたします。

U.S. COASTGUARGD IS NOW REQUIRING ALL VESSEL TO SUBMIT CREWLIST PRIOR TO ARRIVAL IN THEMISSISSIPPI RIVER AND WANT INFORMATION ON TYPES OF CARGO ONBOARD IN AND OUTBOUND.


THEREFORE ANY OF YR VESSELS WITHOUT FAX CAPABILITIES WE SUGGEST THAT ALLOF OUR PRINCIPLES SUBMIT TO A CREWLIST OR HAVE THE AGENTS AT THE LAST PORT TO FAX A COPYTO US SO WE CAN ADHERE TO ALL USCG REQUIREMENTS AND AVOID DELAYS. U.S. COAST GUARD ISALSO REQUIRING TO KNOW WHAT KIND OF CARGO VESSELS ARE CARRYING IF THEY ARE LADEN WITHINBOUND OR OUTBOUND CARGO. ALL TANKERS REPEAT ALL TANKERS ARE REQUIRED TO TO KEEP AROVING WATCH WHILE IN PORT.

1) Coast Guard Special Notice

The Coast Guard at New Orleans sent the following Special Notice:
QUOTE
The U.S. Coast Guard Captain of the Port of New Orleans, under the authority of the Portsand Waterways Safety Act, has established a safety zone that includes the LOWERMISSISSIPPI RIVER (LMR), from the seabuoy at Southwest Pass and South Pass to mile marker233, at the Highway 190 Bridge, Above Head of Passes. This safety zone also includes theentire MISSISSIPPI RIVER GULF OUTLET. The safety zone will commence 12 September 01 andwill last indefinitely.


SAFETY ZONE REQUIREMENTS


A. OCEANGOING VESSELS
All oceangoing vessels transiting within the designated safety zone are subject to thefollowing additional reporting requirements:


* In conjunction with the Notice of Arrival, vessel agents will include a list of thevessel's crew and a list of cargoes onboard. The list of the vessel's crew shallinclude each crewman's name, nationality and position on the vessel.
* The Board of Trade will notify COTP New Orleans when each oceangoing vessel enters ordeparts the safety zone.
* Vessel agents will notify COTP New Orleans at least 3 hours prior to ANY MOVEMENTwithin the safety zone. The notice can be made via either fax or phone, and willinclude estimated start time and destination of the movement.
* When vessel pilots take charge of a vessel, they will notify COTP New Orleans of thedestination for the movement, estimated time of arrival, and when the movement iscompleted or the pilot is relieved.


All vessels carrying oil, chemicals, or hazardous materials shall provide continuousroving patrols once moored.


Faxed reports shall be sent to COTP New Orleans at (504)589-7472 or (504)589-7473.Movement information from the Board of Trade, pilots or agents shall be called into MSONew Orleans at (504) 589-4254, (504) 589-7469 or (504) 589-2871...

The balance of the Special Notice provides requirements applying to barges and totransfer facilities. It also recommends for WATERSIDE SAFETY,Quote Be aware of anysuspicious vessel traffic in the area. Keep alert watches at all time both on thefacility and/or on any vessel moored there. Again, anything that you think is out ofthe ordinary should be reported to COTP New Orleans at (504) 589-7471.
